The Department of Social Welfare and Development in Region 6 announced another set job opportunities. This time, the hiring includes Project Development Officers, Information Technology Officer, Administrative Assistants, and Social Welfare Assistant.

Project Development Officer III – TARGETED CASH TRANSFER (TCT) PROGRAM

JOB SUMMARY: The Project Development Officer III (PDO III) directly reports to the Regional Field Coordinator and Regional Director, and shall contribute to the operations of the Targeted Cash Transfer Program by functioning as a team player, performing all technical and administrative tasks that require attention to detail.

JOB OUTPUTS: The following shall be produced/maintained on a daily basis by the PDO III:
• Updated Budget Utilization Reports;
• Updated and corrected database of TCT beneficiaries;
• Updated record of all transactions (Notice of Uploading, records returned for correction, billing statements) with the Land Bank of the Philippines;
• 100% resolved inquiries and concerns daily;
• Updated actions to grievance database;
• Daily monitoring of assigned RPMO;
• Ensure maximum performance of NPMO on a daily basis.

Primary Tasks:
• Prepare, review and analyze the Work and Financial Plan;
• Prepare Quarterly/ Semestral/ Annual Fund Utilization Report;
• Review and process request for fund releases;
• Monitor and track fund sub-allotment, notices of cash allocation, and actual cash disbursements;
• Ensure the legality, propriety, accuracy and completeness of and process payments for all financial transactions involving NPMO;
• Study and determine causes of delay in the utilization of funds, coordinate with the NPMO and concerned RPMO regarding identified causes of delay of fund utilization;
• Ensure RPMO is on time in project deliverables;
• Files and maintains financial records of the Program;
• Liaise with the Finance Officer of the Financial Management Service; and
• Perform administrative, secretarial/clerical, records management, record keeping, filing and liaison tasks;
• Prepare project/activity proposals and project financial reports/updates as may be required by other offices;
• Prepare and coordinate the procurement concerns of the Program; and

2. Uploads validated files to the Land bank of the Philippines;
3. Functions as the Designated Procurement Officer of the NPMO;
4. Resolves, or refers grievances for proper action.

• Updated EDTMS;
• Organized records of the TCT-RPMO;

1. Functions as the Designated Procurement Officer of the RPMO;
2. Takes the lead in managing the administrative affairs of the RPMO;
3. Resolves, or refers grievances to the proper team member for action.

JOB OUTPUTS: The following shall be produced/maintained on a daily basis by the ADAS III:
• Updated EDTMS;
• Organized records of the TCT-RPMO;
• Updated Budget Utilization Reports;
• Performs admitting and discharge of documents, and is properly encoded in the EDTMS for monitoring of progress;

1. Encoding of data necessary in program implementation;
2. Record keeping and management;
3. Scheduling of appointments;
4. Making travel arrangements as needed;
5. Preparation of simple memoranda;
6. Familiar in the preparation of government financial and procurement of documents (Obligation Requests, Disbursements Vouchers, and Purchase Requests)
7. Answering phone calls and makes referrals to appropriate office;
8. Monitoring of other deliverables that may be assigned.

• Updated Budget Utilization Reports;
• Updated and corrected database of TCT beneficiaries;

2. Prepare and print payroll for pay-out.
3. Conduct quarterly pay-out and prepare disbursement documents (Valid ID, Authorization Letters)
4. Maintain data bank of Social Pension Program beneficiaries in Municipal / City level.
5. Maintain data bank of Senior Citizens in Municipal / City level.
6. Conduct monthly validation / assessment to applicants/beneficiaries.
7. Update beneficiary’s information using Social Pension Beneficiary Update form.
8. Prepare and submit updated list to Project Development Officer for consolidation.
9. Prepare and submit accomplishment report of replacement and delisted to Project Development Officer for consolidation.
10. Prepare and submit monthly report to Project Development Officer for consolidation.
11. Validate the list of un-served indigent senior citizens the list of existing beneficiaries subject for delisting and replacement.
